Pacific Palisades. California's prop 13 prevents your property taxes from jumping unreasonably. However, if your house is destroyed, you only have 2 years (IIRC) to rebuild otherwise your property value is reevaluate at current rates. If people aren't allowed to rebuild in the next year, property taxes will force them off their land.
