I'd say this is a case of "they don't really mean it" syndrome. Decent persons are susceptible to projecting their own morals, ethics, and attitudes onto others -- even others who demonstrable don't share them. Muslims have fattened on that fallacy since convenient, inexpensive air travel fully opened the Western world to the East.
