That last one is a killer. From what I've heard, if you don't rebuild within a given timeframe, the insurance companies won't pay out and the homeowners will get nothing. By delaying permits, the govt there is ensuring that homeowners go bankrupt and abandon their properties, thus allowing developers to swoop in and buy it for pennies on the dollar. It could be deliberate by the powers that be, or could just be old fashioned bureaucratic foot-dragging. Either way, it's BS. But they voted for it, and they are getting it good and hard.
From what I'm hearing, CA has made it almost impossible for the homeowners to file permits and the government there has already bought up many of the homes where the homeowners couldn't afford to wait out the permit process. I've also heard that Newsom is trying to put up government housing and he's tried to push eminent domain in some of those fire damages areas.
Additionally, the Prop 13 property tax break expires if you don't rebuild in 2 years. There is a direct conflict of interest with those issuing permits gaining more tax revenue for not issuing permits.
That's so f'ed up. Whatever CA has to do to gain tax revenues or take control of most of those properties is what they're going to do, by hook or by crook.
