It doesn't cover all the transfreak issues that WE THE PEOPLE in the real world suffer with. Just pass a damn law that says biological men are verboten from going into a biological women's restroom, dressing room or ANY area that is designated Women Only. And make the punishment so severe that it'll stop this rash of mental illness and perversion.
