Well, I would prefer them to be someone of above average intelligence but, basically they need to be intelligent enough to check correct answers on a test sheet. Any questionable answers could easily be pushed up to an approved appointee. But the whole thought is moot as this will never happen. The lower IQ members in the House and Senate would never let a bill like this get to a vote.
If only we could. How smart does the one administering the test have to be?
