Yes, I'm a Floridian and that is definitely a FL registration on the boat and that is unmistakably a Florida tag with the orange outline of FL in the center. I have no idea what he's trying to accomplish in this scenario unless he thought he could keep the boat from sliding off the trailer and there's a cable and winch for that so ... I don't know. I'm just a little bit surprised that the dude didn't just roll off and fall on the ramp when his crotch fell squarely on the boat winch.
