Biden has just announced that he is out of contention for POTUS 2024. 

UPDATE: He just endorsed "The Cackler" for 2024 Presidential candidate. He's always said he wouldn't do that.

I believe that they will dredge up and dust off Hillary to replace him on the Democratic ticket.
